NOTICE OF FUNDING OPPORTUNITY

The California Department of Public Health (CDPH), Center for Laboratory Sciences (CLS) is pleased to announce the intent to award funds to California Public Health Laboratories for Public Health Laboratory (PHL) workforce training. These PHL training funds are specifically authorized by Assembly Bill 102 (AB 102) Item 4265-001-0001 Provisions 12 and 13, and AB102 Item 4265-111-0001 Provisions 5 and 6.
This funding is provided to increase the number of state and local California Public Health Microbiologist (PHM) Trainees and to increase enrollment in the LabAspire Program, which trains and prepares qualified professionals to direct California Public Health Laboratories. This AB 102 funding for PHL workforce training is available for a 3-year term, from July 1, 2023 through June 30, 2026

1) PHM Training Awards
The PHM Training Awards support CDPH Laboratory Field Services (LFS)-approved training PHLs to provide at least 26 weeks (1040 hours) of specialized PHM training and board certification examination for individuals to meet California Code of Regulations Title 17 Sections 1079-1080 and CDPH requirements to become Public Health Microbiologists. PHM Training Awards are implemented in collaboration with the CDPH/CAPHLD PHM Training Program to ensure compliance with state regulatory requirements.
Note: For applicants that need to receive local assistance funds in time for the next PHM training class start date of January 2024, we request that you submit applications no later than October 16, 2023. After that date, applications will continue to be accepted on an ongoing basis through December 31, 2025 or until all funding has been allocated.

2) LabAspire Fellowships
The LabAspire Fellowships support education, training and board certification examination for LabAspire Fellows to meet the requirements of Code of Federal Regulations Title 42.493.1443 and California Code of Regulations Title 17 Section 1302 to become qualified California Public Health Laboratory Directors. LabAspire Awards are implemented in collaboration with the CDPH/CAPHLD LabAspire Program to ensure compliance with state and national regulatory requirements.
